Request for Expression of Interest: for SCCE Amazon Biome

The aim of this country cluster evaluation of the Amazonis to draw evidence of GEF’s contribution to strengthening biodiversity conservation, reducing deforestation and degradation, and improving community livelihoods in the Amazon. Reflecting on the three phases of the ASLprogram ,this evaluation also aims to provide insights and lessons for future programming, design, and implementation of the GEF’s work in the region. The evaluation will be conducted at three levels:strategic; program and project; and country levels. The findings from this evaluation will feed into OPS8.

At the strategic level, the evaluation will assess:

  1. Evolution of ASL Program in response to the drivers of environmental degradation, regional priorities and the convention guidance;
  2. Value addition of the Program;
  3. Policy coherence of the national and consistency with broader regional objectives;
  4. Results and effectiveness of the program.

At the project and program level, the evaluation will assess the GEF portfolio in the Amazon using standard evaluation criteria—relevance, coherence, effectiveness, efficiency, impact, and sustainability. Cross-cutting issues such as gender, the private sector, indigenous peoples, and local communities (IPLCs) will also be evaluated. At the country level, detailed case studies will be developed focused on results and impacts of GEF interventions, opportunities, constraints, and geography-specific lessons.

The key tasks associated with this assignment are as follows: 

  1. Prepare an inception report detailing the review, approach and methods including an evaluation matrix and a detailed work plan with deliverables and milestones.
  2. Conduct document reviews, data analyses, quality at-entry reviews, and portfolio analyses.
  3. Conduct interviews with key stakeholders.
  4. Conduct case studies through field observations and interviews in select countries and projects.
  5. Actively contribute to the systematic triangulation sessions led by the GEF IEO at the end of the data gathering and analysis phase to extract the main findings from all the quantitative and qualitative data and information gathered and perform subsequent gap-filling and any other additional analyses as needed
  6. Report writing based on a synthesis of the evaluative evidence. 

Submission Requirements

The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
