Introduction

  1. The Global Environment Facility (GEF) provides support to address global environmental concerns related to biodiversity, climate change, international waters, land degradation, and chemicals and waste. Since its inception in 1991, the GEF has provided developing countries and countries with economies in transition US $25 billion in grants and mobilized more than US $138 billion in cofinancing. These grants are implemented on ground through a network of 18 accredited agencies (GEF Agencies). The GEF receives its funds through a four-year replenishment cycle.
  2. The GEF Independent Evaluation Office (GEF IEO) has a central role in ensuring the independent evaluation function within the GEF. The GEF IEO is based in Washington DC. It is administered by the World Bank but is independent of its management as well as the management of the GEF. Its director reports directly to the GEF Council, the GEF governing body. All contracts with the IEO are World Bank contracts.
  3. The GEF IEO is conducting the 8th Comprehensive Evaluation of the GEF to inform the negotiations for its next replenishment cycle. It is undertaking several evaluations, studies and reviews that will contribute to the Comprehensive Evaluation.
  4. The GEF IEO is hiring a short-term consultant to assist in the conduct of the validation of terminal evaluations, review of the GEF System for Transparent Allocation of Resources (STAR), and concentration of GEF resources.  More information about the GEF IEO can be found at the Office’s website: www.gefieo.org.

Responsibilities and Accountabilities

The consultant will perform the following tasks:

  1. Analyze datasets related to the GEF STAR, and prepare briefs based on the analysis.
  2. Analyze data on concentration of GEF resources among GEF Agencies and prepare a brief on the topic.
  3. Assist in development and conduct of an online survey to gather stakeholder perceptions related to Agency performance, STAR, and concentration of resources.
  4. Prepare terminal evaluation validations for 15 completed projects.
  5. Contribute to other evaluations being conducted by the GEF IEO as requested.

Qualifications

The position is an entry level position. Candidates must have the following qualifications:

  • A Master’s degree or higher in business management, finance, economics and econometrics, public policy, or other relevant subjects.
  • At least some experience in environment and international development.
  • Highly skilled in conducting quantitative analysis and preparing synthesis reports.
  • Deep skills in at least one statistical package (e.g. Stata, R.) and fluency in Excel (including pivot tables and running macros). Deep skills in qualitative analysis packages such as Nvivo a plus.
  • Excellent writing skills.
  • Fluency in English.

Contract Duration

The tasks need to be accomplished during the period June 2024 to April 2025. The selected consultant will work for 120 workdays.
